Equipments such as Weapons, Armor, Power Plants, Chassis, Hazard Kits & Ornaments can be further improved through the use of Gadgets. Some items have open or closed (locked) Gadget slots. Gadgets can be found as loot in the Central Wastelands. If the Gadget slot is open, a Gadget can easily be added to the item (within class/race/level restrictions). If the Gadget slot is locked, it must be opened using a particular type of Tinkering Kit available at vendors (or as loot).
Items can have multiple Gadget Slots & up to five maximum. For each additional slot, you'll need a Tinkering Kit of equivalent level. For instance, for the second Gadget Slot, you'll need a Tinkering Kit II. If there is a third slot, you'll need a Kit III. Kits I through III can be found in Vendors, but IV and V are only found as Loot in the Wastelands.
Armor or weapons may sometimes have colored dots in the upper left corner of their icon. These are Gadget slots, which allow you to add gadgets you find or craft to improve the item. A red dot indicates the slot is currently locked. An empty dot indicates the slot is open, but there is no gadget in it. A sold grey dot indicates the slot is open and currently has a gadget in it. Increased skill allows you to open more slots on an item. You do not have to have Tinkering skill to put a gadget into a slot, only to open closed slots. Left click on the tinkering kit to pick it up, and then right click on the item on which you wish to open a gadget slot. There is a slight chance of destroying the item instead of opening up a gadget slot. To add a gadget to an open slot, left click on the gadget to pick it up, and right click on the item with the open slot. Warning: This will almost assuredly raise the level of the item by one for each gadget, so be careful!
Following Update 4 all gadgets are dropping according to a percentage rate and level on all mobs. Thus a level 80 mob, could drop a gadget ranging from level 5 to level 80.
